Thank you for providing the opportunity to comment. My comments reflect the entire document:
1. The climate pollution section ignores the impact of pollution from counties to the north of Bakersfield. As a result, the measures section does not address this regional impact.
2. The projections for future weather conditions are not supported by enough data and should be excluded.
3. Recommend excluding measures that add requirements to new construction and therefore increase its cost.
4. There is a rapidly increasing trend in the Bakersfield area to stop watering residential and even commercial landscaping, resulting in loss of tree canopy and green space. Need to reduce water rates to slow this trend and enforce City landscaping standards for commercial properties.
5. Vanpools work in rural agricultural areas but have been underutilized in greater Bakersfield area. No need to expand.
6. Adding to the tree canopy is great, but the City is having difficulty maintaining the trees and landscaping it has now. Consider contracting out professional landscape maintenance to reduce cost and improve existing tree and landscaping maintenance.
7. If we want to encourage walking, particularly for those who have transportation options, we need to reduce street crime in the many high crime areas of Bakersfield through improved policing. Police need to be on the streets in these areas, walking and suppressing crime. People will walk when they feel safe to walk.
